A team of officers of the Crime Branch led by ACP K P S Malhotra and consisting of Inspector Surinder Singh Sandhu, Sub-Inspector Neeraj Kumar, Sub-Inspector Vijay Samaria, Assistant Sub-Inspector Jai Parkash, Head Conbstable Resham Singh, Vijender, Constable Vinod, Harikishan, Sandeep, Praveen and Sushil under the supervision of DCP Bhisham Singh and overall supervision of Addl. CP Ashok Chand have apprehended the most wanted criminal Raminder Singh, accused in the United Kingdom for assault, sexual assault, attempt to murder, sexual offences and attempt to defeat the ends of justice on two British women in the month of July 2012, while he was in the UK.


On 22nd July 2012, a 23 yrs old lady was found in unconscious and unresponsive condition in a Pilvig Public Park in Edinburgh, Scotland. She was found grievously injured with her cloths scattered about in pools of blood. Upon hospitalization, she was also found to have sustained a badly bruised and swollen face, a fractured jaw, fractured cheekbone and one of her teeth was missing. An attempt had also been made to rape her. Investigations by the Edinburgh Police revealed that Raminder Singh, then residence of 21, Rosslyn Terrace, Edinburgh was the criminal behind this dastardly incident. In addition to the above, another young lady aged about 27 years informed the police that she was also subjected to a serious sexual attack and rape by the accused Raminder Singh.


Further investigations by the British Police revealed that immediately after the incident, Raminder Singh travelled to Glasgow Airport on Monday 23rd July 2012 and boarded a flight for New Delhi. Enquiries revealed that Raminder Singh had travelled from Glasgow to India via Dubai by Emirate Airlines. After arriving in New Delhi on Tuesday 24th July 2012, he went underground. A Red Corner Notice for his apprehension was issued on 24/07/2012 and his extradition request was also forwarded by the UK authorities to the Ministry of External Affairs, Govt. of India.


Delhi Police was also requested by the British High Commission to help trace and nab this fugitive. After putting in sustained efforts, reliable inputs were received that Raminder Singh had been consistently shifting his bases between Chandigarh, Punjab and Delhi, to evade his arrest. However, more efforts were made and on 05/04/2015, specific information was received that Raminder Singh would come from Punjab to Delhi to meet one of his acquaintances for getting a forged passport for himself on a fake identity. On this information, a trap was laid and Raminder Singh was apprehended from Alipur, Delhi. He has been arrested and being produced in Court.


On interrogation, Raminder Singh disclosed that although his ancestral village Ibrahimpur is in Kapurthala (Punjab), he was born in Chandigarh and after completing his schooling, he did his diploma in Electrical Engineering from a college in Ropar, Punjab. Subsequently, he proceeded to UK on a study visa in the year 2009 for pursuing Higher National Diploma in Hospitality at Telford College, Edinburgh. After completing his diploma, he worked in a security agency and worked as a “bouncer” in CC Bloom Club, Edinburgh. After committing the above incidents of sexual assault, assault and attempt to murder, he fled from UK and came to India. He assumed fake identities to evade arrest. He lived for some time with his relative ASI Gurwinder Singh at Punjab Police Academy (PPA), Phillaur, who is an instructor at PPA. His mother is currently serving in Chandigarh Police. For some time, he opened and ran a restaurant “Noor Mehal” in Jalandhar. He assumed the name of Jasdeep Sing Bajwa and other similar fake identities while on the run.

Interpol has been informed about his arrest.
